The current immigration authority suggests that the situation in 2006 would not be much different from that before the "Hand Over". That means: i. you may not need a visa for the conference visit if you are from North America, Western Europe, or Japan; ii. if you normally need a visa to enter Hong Kong, you should go through the Hong Kong section of the China Embassy/Consulate.
